SMTRYNO Cookie Not Generating

Issue/Introduction

SMTRYNO cookie is not being generated.  The login.fcc file contains @smretries=6.

Make sure FCCCompatMode is not enabled.  This Agent Configuration Object parameter defaults to no when not explicitly set.
