Etatrans log error during user creation

Issue/Introduction

When a user is created, there is an error similar to the following in the etatrans log.  Is this indicative of a problem?

Resolution

No, the message is benign and can be ignored.  It should be classified as DEBUG not ERROR level logging and will be updated in a future CP.
