Issue/Introduction

Steps To Reproduce:

1. Go to ome->Resouces->Open any resource->click on Properties->Financial
Steps to Reproduce:

1. Go to Home > Resources
2. Select a resource > Properties > Financial
3. Select a value for Financial Department 

Expected Results: A list of departments shows within a few seconds or less
Actual Results: A list of departments shows after 2 to 5 minutes

Cause

This is due to defect DE38332 and  DE37316

Resolution

Both defects are resolved in 15.4.1 and 15.5
