NetOps Portal install fails with Host does not meet minimum requirements

Issue/Introduction
When running the installer the system receives an error of host does not meet requirements without any explanation.
When running the DX NetOps Performance Management Portal web UI server install it checks to ensure host requirements are met before proceeding.
We are running it and it reports a Host Evaluation Error but doesn't report what the error is. It just returns an empty space followed by a request to exit the installer that has failed.
CAPerfCenterSetup.bin -i console Error received and then exits install without reason:

All supported DX NetOps Performance Management releases
Cause
Caused by the installs failure to unzip the host evaluation script for execution.
Resolution
The unzip command is likely not installed. It is a required package. If it is installed it isn't working properly and needs review.
To resolve this install the unzip command or fix it if broken. Once working the installer will move forward.
Additional Information
If one required package is missing are there others missing as well? Best to validate which are present or missing per the Package Requirements documentation topic.
