We can use CA Agile Central Excel add-in. Clicking "Connect" button results in this error message:

This error is not a CA Agile Central error. It is not an error of the Excel add-in component either.
This error is reporting a problem with one of your USB devices that's connected to your Excel (to your Windows actually). What we found that helped resolve was:
1. Reconnect your device. If not working with the same port, try another usb port.
2. Restart your machine.
