ORA-24816: Expanded non LONG bind data supplied after actual LONG or LOB column in APM 10.7

Issue/Introduction

After upgrading to 10.7 SP1, the following exception started appearing in the MOM EM logs:

[ERROR] [Thread-ModelSynchronization] [Manager.AppMap] Unable to complete model synchronization with storage! 
org.springframework.jdbc.UncategorizedSQLException: PreparedStatementCallback; uncategorized SQLException for SQL [UPDATE appmap_model_vertices SET data = ? WHERE external_id = ?]; SQL state [99999]; error code [24816]; ORA-24816: Expanded non LONG bind data supplied after actual LONG or LOB column 
; nested exception is java.sql.SQLException: ORA-24816: Expanded non LONG bind data supplied after actual LONG or LOB column
