All of the Compliance Event Manager started tasks(including TOMCAT) run under the same started task id with the same OMVS profile which includes the OMVS home, program and UID.

The security administration job J00170SA in CUSTOM.JOBLIB for CA Top Secret, IBM RACF, and CA ACF2 role-based defines the CA Compliance Event Manager started task ID (CEMSTC, by default) that is used by all of the Compliance Event Manager started tasks. The task ID is defined along with the OMVS home, program and UID. 

The home directory is specified in the Compliance Event Manager installation(INSPATH) and configuration(CEM_USSPATH) parmaters.

The UNZIPJCL job has the parameter INSPATH:
Change <INSPATH> to the USS directory path where the USS files for Compliance Event Manager, LDAP and Datacom will be copied. This must be an existing path. Specify the entire path except for the trailing "/" .

The installation ceme_hlq.ceme_mlq.CONFIG.DATA dataset has parameter Name = CEM_USSPATH:                         
Desc = The path to the USS directories created during the installation of CA Compliance Event Manager. This must be the same value that was specified for 'cem_usspath' in the UNZIPJCL job.
