Resolution

  When a model/subset is checked out to a Toolset, the encyclopedia assigns a timestamp to the checkout.  The timestamp is saved on the encyclopedia, and, the timestamp is put in the TRAN file.  (Host Encyclopedia: IEF.TRAN.  Client Server Encyclopedia: checkout.trn)
  The Toolset takes the timestamp out of the TRAN file and saves it in the local model.  After all of the changes are completed on the Toolset, and a model/subset update is performed, the timestamp will be put in the update.trn.
  The upload process on the encyclopedia compares the timestamp that it has stored for the model/subset to the timestamp contained in the TRAN file.
  The error message says the timestamps do not match, so there is some mix up by the user.

1. On the checkout from the encyclopedia, make sure the TRAN file used is correct.
2. On the upload process, make sure the correct update.trn or IEF.TRAN file was referenced. 
3. If the problem cannot be identified and corrected from steps 1 or 2, override the checkout status on the encyclopedia and checked out the model/subset again.  Take care in using the correct TRAN file through this entire process.
