Issue/Introduction

Was in the Administrator Tool working with the Project Lifecycle diagram to arrange the states and I kept getting errors:  Operation 4 not allowed with <state name> in status 3  What is causing this problem?

Environment

CA Harvest SCM all versions and platforms

Cause

The user is trying to update (operation 4) an object that doesn't have all the necessary properties ( status 3). 
 

Resolution

We looked at the properties for each state and found that no access permissions had been set in either the Update access list or the Update Package access list. 

We set access permissions for all states and after that the problem went away
