Resolution
The feature is extending possibility of infrastructure to app correlation of dockerised Node.JS applications, as part of updates to APM in 10.7 to show different layers in Team Center.

At the time of writing (latest on-premise release APM 10.7 SP1), it is only available in SaaS agent, so this will be available for on-premise in a future release and that future release will be a minimum requirement.
