uxupd on FTP Uprocs truncates PARTNER parameter

Issue/Introduction

In Uprocs of the type FTP_GET and FTP_PUT uprocs, the variable PARTNER is used to indicate the host name of the remote server.
When using the command uxupd to update this parameter, it is truncated to the first 16 characters.

There is no limitation in UVC

Use UVC to update the PARTNER value
