CA PAM Licensing 'Password Management’ can add more than licensed.

CA Privileged Access Manager (PAM)
I can add more number of ‘Password Management’ devices, which is correspondent to ‘Credential Management’ in Dashboard page. Why?
CA Privileged Access Manager 3.x
Since PAM 3.X we introduced saving of configuration credentials as target accounts, e.g. for LDAP integration and database backup via SCP. This requires external devices to have a ‘Credential Management’ license. Therefore that number of allowed ‘Credential Management’ devices are the number found in the license plus 10.
