If the Explore/VSE option POWRACCT is set to YES, and if more than one processor has been started, VSE/POWER may abend after the Explore/VSE partition has been terminated.

You can try this circumvention to prevent the problem from happening again until you apply the permanent solution, available in piblished PTF SO04743.
In your System Options you probably have this:
POWRACCT YES COLLECT POWER ACCOUNTING DATA
when this option is set to YES Explore/VSE collects power accounting data and then passes the record to POWER, who also records the data.
There are 2 alternatives:
POWRACCT YNO COLLECT POWER ACCOUNTING DATA
when the option is set to YNO Explore/VSE collects the power accounting data but does not return control to POWER's own account program - this prevents double collection of the record, but means that the data is only available in the Explore archive file and not the power account file.
POWRACCT NO COLLECT POWER ACCOUNTING DATA
setting the option to NO means Explore will not collect power accounting data.
Changing this option to YNO or NO should prevent the abend in POWER whebn you shut down Explore.
