Spectrum Overview dashboard does not work

When viewing the Spectrum Overview dashboard errors are presented instead of reports
There are a few requirements for the Dashboard to work properly:
- Time Sync - The Jasper and OneClick machine need to be within 1 minute of each other. There is a patch (Spectrum_10.02.03.D341) that extends this out to 10 minutes.
- Jasper SSO is required.
- OneClick / Spectrum User ID must be used.
- We have also seen specific versions of Chrome cause this problem while other browsers work fine.
CA suggests updating to the latest version of Chrome to potentially resolve this issue.
