API created on API portal not getting deployed onto Gateway

Issue/Introduction

When creating a new API on API portal, it does not get deployed to the Gateway. If you check the ssg logs or audits, you may see the below error:

2018-06-29T12:57:34.172-0700 INFO    199 com.l7tech.server.bundling.EntityBundleImporter: Error importing bundle

Cause

During the creation of the API on the Portal, policy gets built and deployed to the Gateway. The above error indicates there is a problem with the building of policy

Resolution

1. The first thing to check is to ensure the API sync is working
2. The above error may mean there is a invalid policy fragment being referenced, likely in the API sync policy
