IDM Task fails with 'The system is unavailable right now'

Issue/Introduction

We are seeing an error when accessing a certain task to create users. When I access the task, I get an error message saying "Error: The system is unavailable right now. Please try again later".

Cause

The error is coming from a Logical Attribute Handler which is trying to connect to an invalid CAPTCHA url. The IM application server log shows additional errors such as:

Resolution

Update the Logical Attribute Handler code to use a valid CAPTCHA url
