Our CA PAM v4.3.2 is running on MS SQL database collation "SQL_Latin1_General_CP1_CI_AS."

Is database collation "Latin1_General_CI_AS" supported?

No. From the documentation the database collation MUST remain as it is to be certified: 

"SQL Server collation must be SQL_Latin1_General_CP1_CI_AS for databases that contain the CA Process Automation data stores."
