Issue/Introduction

After an upgrade to 14.0 SP2 or a clean install of 14 SP2, some environment experience connectivity problems between the DM and its Scalability Servers. Communication issues manifest and do not resolve unless the machines are rebooted or as found later, if CAF AND the Port Multiplexer, CSAMPMUX.EXE are recycled

any supported ITCA / ITCM R14 SP2 environment (Issue may have existed in previous versions, but 14 SP2 is required for the current fix)
