Unable to compile with cobol using new install of Librarian 4.4

Issue/Introduction

Upgraded to Librarian 4.4 and now, when trying to compile with Cobol receiving an IGYOS4007-U error message: Unexpected end of file was encountered on "SYSIN".
Where is this failing? 

Environment

Release: 4.4 
 

Cause

Missing PTF RO21139 - Nothing was written to OSJOB when CCOPY is set on the select statement.
