Difference Between Equipment and Material Resources in OWB

Issue/Introduction

Why do equipment resource usage (ETC and Actuals) show as hours in OWB whereas Material resource usage only show as costs? What is the reason for this behavior?

The reason for material not being available in hours is that we expect material usage to be in the cost of the number of units needed e.g. the cost of 500 gallons of paint.  For equipment, we expect the usage to be the amount of time needed to use the equipment e.g. 40 hours for a dump truck.
