User is logging into the Enterprise Management's (ENTM) endpoint using Endpoint Management (ACEM), going to Command Console and then executing the command:
host <HOST>
Subsequent commands are then executed on the ENTM's endpoint, not the endpoint he has just hosted to.

This is working as designed.
Each command you execute is self-contained In other words you will return to the host you are logged in as. So you cannot host <HOST> and then execute another command on <HOST>.
With scripts, you can host to another server and command following this will be executed on that host.
The idea behind the ENTM/ACEM is that you go to (either directly, or via the "manage" link in Hosts with the World View section of the ENTM):
http(s)://SERVER:PORT/acem/home.jsf
...and log into the host you need to manage.
There is no need to login to the ENTM's endpoint and then host <HOST> from there.
