ILM: partition switch out fails

Issue/Introduction

The switch-out of partitions is impossible, so the Database keeps on growing.
The ILM tab shows that the switching of partitions has not been done.

The following error messages are found in a WP log:
U00005316 ILM Check: The RunID of user '<USER>/<GROUP>' is located in the partition '<ILM partion #>' which is to be checked.
U00005317 ILM Check: There are active user sessions in partition '<ILM partion #>'

In the user interface:
When doing a right click on the user and trying to disconnect it, there is no effect.
The user shows as active and cannot be disconnected.

Cause

The error message in WP log is:
U00005316 ILM Check: The RunID of user '<USER>/<GROUP>' is located in the partition 'ILM partion #' which is to be checked.
U00005317 ILM Check: There are active user sessions in partition 'ILM partition #'

Resolution

Close all opened Java user interfaces or AWI sessions.
Open a new session under client 0 with UC account
Go to the system overview and close the CP that involves the locked user.
Disconnect the locked user.
Restart the CP
