Migrating from 9.1 to 10.1, The enterprise dashboard successfully installed, but the registry cannot be started because license cannot be verified. But this license was valid

Customer dropped the 9.1 Registry database and used the same Schema for 10.1, but it looks like some of the constraints and indexes still remain on the Oracle DB 


DevTest 10.1 and up


Create new Schemas for Registry database , Ensure that the character set of the Oracle database supports Unicode. In addition, for the initial creation of the database, the Oracle user must have the CREATE VIEW system privilege. Without this privilege, the following error might be generated during installation: Schema creation failed: ORA-01031: insufficient privileges.
