Create WIP Adjustments filter not responding in CA PPM

When selecting the Resource ID on the CA PPM Create WIP Adjustments page, the page does not respond and keeps revolving, and then finally the screen is reset.
Flush the CA PPM Cache (this is different then clearing browser cache). For steps on how to do this see: KB000098199
