Have a user that has a file expired on VMARCH. The file was moved to tape, but there has not been a merge/purge done yet. 

Is it possible to reset the expiration date on that file and recover it?

Use the CHANGE FILE command to change characteristics of archived files. 
This command lets you change: 

How long VM:Archiver keeps an archived file, that is, alter its expiration date 
or retention period 

You can change files that have already been successfully archived, or files that have been scheduled to be copied directly to the TAPE storage area.
