The IBM Touch Token factor AZFTOTP1 was made available with solution SO00132.
You should be able to add MFACTOR(AZFTOTP1) with this solution installed.

For each ACID the RACF command is ALU [Login ID] MFA(FACTOR(AZFSFNP1) ACTIVE PWFALLBACK TAGS(RADUSERID:[User ID])) what's the equivalent for TSS?

Here is an example of the TSS command to provide the equivalent based on the factor AZFSFNP1 (Safenet Radius) that is in your latest example:

TSS ADD(PDHOBSB) MFACTOR(AZFSFNP1) MFADATA(RADUSERID:user_id) MFACTIVE(YES)
