What Permissions do DevTest Folders Need?

All DevTest platforms.

The following folders must have read/write permissions:

DEVTEST_HOME/Projects if you are going to be storing your Projects in this folder.  This is expecially important on the Portal machine.
USER HOME directory (on Linux, UNIX, and OS X) or c:\users\<userid> (on Windows) or any folder where the log files are to be written to.

All other folders can be restricted with read-only.

On Windows:

When a user has Full control, they are able to modify the permissions and owner of items that they have full control to.

Modify contains every right that Full control does, except for Change Permission and Take Ownership.

If you need to be able to Delete subfolders with files, then you would need Full control.

If you need to be able to delete files, then you would need Modify.

Additional Information

If you are the Administrator on a server where DevTest server is running having Full control would resolve any permissions issues.
