APM 10.7
This is due to a corrupted metadata file.
First try the steps in the document:

If unable to fix the issue, try restoring from backup or following steps:
1.) Make a backup of the folder /opt/CA/APM/data
2.) Remove or rename this directory. (the goal is to have no "data" directory in this path).
3.) Restart the EM. It will create a new "data" directory.
