Question is on how the actions on a given event/rule/action listing are triggered, in what order, and if one can change the order of such actions

Resolution
Event Rules Actions are asynchronous in nature and they cannot depend on the outcome of previous event.
There is no control over the order of firing the actions within current application.
Event-Rule-Action (ERA) will be pushed into messaging queue and will be executed accordingly, so based on how many thread consumed from that queue will decide the order.

Note: The dynamics do not change even if the actions are linked to one single rule or spread across the rules the outcome is as defined earlier.
