Cause

TSSINSTX is supposed to reside in a library in the linklist. TSSINSTX cannot reside in a PDSE dataset in the LINKLST library. 

Resolution

TSSINSTX needs to be in a library in the linklist. 

NOTE: TSSINSTX cannot reside in a PDSE dataset in the LINKLST library. 

A new TSSINSTX exit can be activated at any time (without bringing down the Top Secret started task) by doing the following: 
1. Reassemble and link module TSSINSTX into a library in the linklist.
2. Refresh LLA.
3. Do a temporary shutdown and restart of Top Secret.
