CCF Work order reassignment screen not reassigning

Issue/Introduction

When reassigning a work order from the old userid to the new userid it says there is no work orders assigned to the old id however there are modules showing up under the old userid. 
So how can we reassign the modules to the new userid under the current work order?

Resolution

If a change request is reassigned to a programmer, as opposed to a group, the ownership of any work in progress is also reassigned (that is, any LIB/CCF tracking records are updated to reflect the new programmer ID). When reassigning to a group, the ownership of any work in progress is not reassigned (this allows CCF to determine the ownership of each module).
Please contact CA Support for the work around if the Work Order assignment is a group.
