Localize issue with checkbox "Update current locale value" in Service Catalog 17.x

Issue/Introduction

In Service Catalog 17.x, when changing a form label and selecting ‘Update current locale value’, the default value is updated, but not the ‘local value’. 

Steps to reproduce:

1.  On any Service Catalog form within Form Designer, select ‘Localize’ and enter a local value for English  (i.e. For Field 2 label, add local value = English Field 2)


2.  Select Field 2 and the pencil to edit the label.  Check option to ‘Update current locale value’

3.  Go back to 'Localize' and see that the default value was updated, but the local value was NOT updated
