User impersonation fails with error message

"(com.nolio.platform.shared.parameter.InParameterPlaceHolder:170) - PlaceHolder for field [evaluationResult] got value [Step Result: false - Error occurred during action execution under USERX credentials(Cannot create process - Unable to establish SSH session/channel, Connection refused (Connection refused), Connection refused (Connection refused), ).]" 


The SSH PORT is modified,  The SSH uses 22 port by default.


CA Release Automation 6.5


Perform following changes on the target server 

Edit  file at location <RA_Agent>/conf/
Change the port number from 22 to  modified SSH PORT on target
eg: ssh.port= <modified port no>
Check the permission of <RA_Agent_Installation_directory> whether the deployment user(i.e.  impersonation user) have access to this folder.
Restart the agent
