Unable to delete PPM Home Directory during upgrade

Why do we received the following error during an upgrade to PPM 15.4, even though all of the files have been successfully moved from the original PPM directory, to the new PPM directory?

Although this is typically related to properly setting Directory Write permissions, there are some cases where a stale process might prevent the installer from removing the folder. Temporarily disabling the antivirus software and rebooting the server can typically clear up the stale process and allow the installer to complete successfully. Also, ensuring that the command prompt used to extract the install.jar file is fully closed out, would prevent this issue from occurring.
