CA Process Automation not logging users in

Issue/Introduction

We are not able to login Process automation. We have restarted the server yet we are not able to login. 
There are no error messages, only a blank screen after providing username and password.

Cause

After a restart of the Process Automation service, the AMQ Java process did not end, so upon restart there were two Java processes for AMQ.
In the c2o.log you will see the message:
[com.optinuity.c2o.c2oserver.ServerManager] [ Initialization] Checking if ActiveMQ has been started...
[com.optinuity.c2o.c2oserver.ServerManager] [ Initialization] Checking if ActiveMQ has been started...
[com.optinuity.c2o.c2oserver.ServerManager] [ Initialization] Checking if ActiveMQ has been started...

They had two java processes running for the AMQ java, so a total of three Java processes. This is what was preventing the logins from completing. We stopped Process Automation and then manually killed the remaining Java process. After that, starting up Process Automation only showed two Java processes logging in was successful.
