Try the SCAN command.
VMSECURE SCAN *LL=
You can also put the output in a file that you could use as input to an EXEC.
What you get for the SCAN output is the user ID the record is found in, and the record contents.
For example:
VMBACKUP *LL= 16:29:41 EST Monday 12/18/17 from 0021
