New user trying to use 'TEST' function; receiving JCL errors (new user)

Issue/Introduction

CA-VMLIB TEST function has been functioning fine except for this new programmer that came on board. I added him to VMLIB via the SYSTEM ADMIN function ADDUSER and gave him the necessary access required, basically the same as the rest of the programmers.  When he used the TEST function trying to compile a COBOL2 program, The JCL submitted to the batch machine produced JCL errors on the console. Meanwhile other programmers have no issue using the TEST function. I have tried to Re-CYCLE VMLIB in attempt to resolve this with no success.

Can you tell me how to add a new user .

Resolution

When adding a new user to VMLIB, the user must be added to file USERTBL VMLDATA.
