Issue/Introduction
After upgrading to CA Performance Management 3.6 when editing a Notification under a tenant, the tenant threshold profile is not visible or editable by any user, including admin and the tenant admin.
Notifications will continue, but if the Notification itself is edited it will appear that no Threshold Profiles are associated with the Notification.
Also, in versions prior to 3.6, a defect exists that allows any user creating a Notification to inappropriately view other tenant’s Threshold Profiles.
Cause
Prior to version 3.6 admin users can create Notifications for a tenant’s Threshold Profiles. However the correct product usage is that the Tenant admin should be creating notifications for a tenant’s Threshold Profile. Also prior to version 3.6, any user creating a Notification can inappropriately view other tenant’s Threshold Profiles. This defect has been fixed in 3.6 but introduces the issue above.

Resolution
The workaround is to delete and recreate the notification in the tenant space, applying the tenant’s Threshold profile. This does require at least "User" Product Privileges access to the Data Aggregator and Event Manager for the Tenant user most likely the Tenant Admin, which is not assigned by default.
