Failed performing os_SendPingMessage(), return code is 0x3 when start client manager

Issue/Introduction

Have installed Gen 8.6 on Windows test server and attempting to use the Client Manager.

Launch the Client Manager, and after adding the details for the Server, select 'Server -> Send Test Trans', get a popup message:
"Client Manager" with the message "Failed performing os_SendPingMessage(), return code is 0x3"

Resolution

Customer was starting the CM by double-clicking on the IEFCMN.exe.
Had the customer start the CM using the CM Icon, and make sure the Icon 'Properties' 'Target' is set to: "C:\Program Files (x86)\CA\Gen86\Gen\IEFCMN.EXE" iefcm startup /initfile=iefcmn.ini"

Retested the echo tran and it now works.
