package cast and approver groups

Issue/Introduction

I was added to a current approver group with all privledges and yet I still can't approve a package that has been cast and in approve status.

Release: ENDAE.00200-18.0-Endevor-Software Change Manager

Resolution

The problem is timing.  When the approver was added to the approver group the package was
already cast.  When a package was cast the new approver was NOT part of the approver group
and not allowed to do any actions in that package.

To validate the approver's approval capability, Reset and re-Cast the package.
