ACF2 R16 password reset ISPF panel looping error

Issue/Introduction

One of the ACF2 administration behavior in version 16 has changed where,
users are unable to change their password prior to expiry, through the ACF2 ISPF panels but can change when prompted after expiry date.
The RESET password panel (option 2; 7 -RESET) loops with following message:

Password similarity checking active and current password is invalid
COMMAND ISPEXEC INVALID OR AMBIGUOUS
COMMAND ISPEXEC INVALID OR AMBIGUOUS
COMMAND ACF INVALID OR AMBIGUOUS

Resolution

 
 It is possible to go into a loop trying to RESET your own password through our panel - LID017.
 This would happen if the GSO PSWD PSWDSIM field has something other than a 0 in it.
 
 SYMPTOMS:
 Panel LID017 loops trying to reset a password.
 
 IMPACT:
 Cannot reset your own password through our panel with PSWDSIM enabled.
 
 CIRCUMVENTION:
 Do the reset using the ACF command line. or Apply PTF SO03632
