Project Owner is Unable to Close Project

Issue/Introduction

A user created a project and was previously able to administer the project but they are no longer able to do so.  The options to manage the project are no longer available.

In the image below, "DL Project Admin" created "Permission Test" but when logged in as that user we are unable to manage that project

Cause

This can be caused by the "Project Admin" permissions being removed for that user.  Even though they are the creator of the project, they have had their administration permissions removed.

Resolution

In order to resolve this, a workspace or subscription admin will need to grant that user Project Admin permissions again.
